RTX 3060 was excellent choice for budget AI/ML because there was a 12GB edition.Battlemage would be killer if it had a 24GB version. It's a shame it's not there and a wasted opportunity for Intel. The B580 may be a little better the 3060, but the 3060 is 4 years older, the upgrade is definitely not worth it, and among the new cards there are already others.

Performance seems nearly the same. Only differences are Nvidia RTX 3060 drivers are more optimized for a wider selection of games, Nvidia has a lower TGP to get the same performance, the ARC B580 has larger graphics bandwidth, and the ARC B580 is $25 to $40 less expensive. If I lived in a high electricity costing city in Europe, I would go with Nvidia RTX 3060. Otherwise, I would go with the new ARC B580 after verifying the games that don't run well on it.
